The “TAIEX Multi-Country Study Visit on-the-spot verifications for Non-IACS EAFRD Measures”, held in Zagreb, Croatia, on 12–13 May 2026, the General Directorate of Agricultural Reform - IPARD Managing Authority, the Agricultural and Rural Development Support Institution and the Ministry of Treasury and Finance - NAO participated in the TAIEX programme.
The aim of the study visit to demonstrate how on-the-spot verifications for IPARD are carried out on a sample basis, based on risk assessment, to ensure the effective use of resources, and to share information on establishing the ‘four-eyes’ principle in controls. The programme, hosted by Croatia, was attended by Türkiye, as well as Albania, Montenegro, North Macedonia and Serbia.
The programme began with the participating countries sharing their on-spot verification practices and statistical data, and continued with detailed presentations by the host country on topics such as risk analysis, sampling, and the preparation and management of on-spot verification.
On the second day of the programme, a visit was made to the EKO-BERI blueberry production enterprise. This enterprise covers an area of 15.83 hectares and is a business that has received a total investment of €1,479,862 and a grant awarded of €652,101. Information was provided regarding on-site verification relating to the areas for which the grant was awarded. Information was gathered regarding the farm’s agricultural structure, capacity and operations.
The TAIEX programme in question concluded following an evaluation involving the active participation of the countries concerned.
