LOCAL DEVELOPMENT STRATEGY IMPLEMENTATION MEASURE (LEADER Approach)
LEADER Approch ?
The LEADER approach was included in the 2007-2013 Türkiye Programme for the implementation of the European Union Common Agricultural Policy and Rural Development Policy as part of the “Preparation and Implementation of Local Rural Development Strategies" measure, and Turkey met the LEADER through the IPARD I Programme.
In order to ensure that the LEADER approach iscomprehended, to encourage the establishment of potential LAGs and the preparation of development strategies at the local level, and to make them ready to implement the measure, capacity building activities have been implemented since 2010.
In order to ensure that the LEADER approach is learned and to establish potential local action associations, pilot studies were carried out primarily in the districts of Sanliurfa/Birecik and Corum/Iskilip. These efforts have been accelerated since 2015 and LEADER has been extended to Ankara, Amasya, Canakkale, Denizli, Diyarbakır, Erzurum, Kastamonu, Manisa, Ordu and Samsun provinces.
In the Commission letter dated February 20, 2019, it was reported that «Our application for the transfer of authority to implement the budget regarding the LEADER measure has been accepted and the implementation may begin after the relevant Financing Agreement is revised and entered into force» and the LEADER Measure has been accredited
In order to support Local Action Groups preparing Local Development Strategies in 12 IPARD provinces, the LEADER application call was published on the websites of the Ministry and ARDSI on September 12, 2019, and 53 potential LAGS applied.. 50 LAGS were eligible to be supported within the scope of the “Implementation of Local Development Strategies – LEADER Approach" measure.
Currently, there are 50 Local Action Groups (LAGS) established at the local level in 12 IPARD provinces in our country. The processes of implementing the Local Development Strategies (YKS) of these LAGS are continuing via the budget of the LEADER Measure.In order to disseminate the LEADER Approach, efforts were initiated in 2021 for the establishment of potential LAGs in 15 IPARD provinces consisting of Balıkesir, Burdur, Bursa, Cankiri, Elazig, Erzincan, Giresun, Hatay, Isparta, Karaman, Kutahya, Mardin, Mus, Usak, and Yozgat.In order to ensure that they are trained about the LEADER Approach, activities for raising awareness of local residents, motivating them and preparing the Local Development Strategies have been performed., 60 potential LAGs were established in 15 IPARD provinces and draft Local Development Strategies (YKS) were prepared by this way Within the scope of the 2014-2020 period of the IPARD II Programme, an application call was announced on January 29, 2022, in order to support Local Action Groups preparing Local Development Strategies in 27 IPARD provinces, the announcement was published on the websites of the Ministry and ARDSI.
