What is ipard programme ?
The European Union (EU) has established a new framework for assistance to candidate countries and potential candidate countries by the IPA Council Regulation (EC) No 1085/2006, the Instrument for Pre-Accession Assistance (IPA). The instrument has five components and Türkiye, as a candidate country and included in annex I of the above Regulation, is entitled to benefit from all five components. The Component V of IPA (IPA Rural Development- IPARD) supports the policy development as well as the preparation for the implementation and management of the Community’s Rural Development Policy, Common Agricultural Policy and related policies. The IPARD funds are to be implemented through a single multi-annual “Rural Development Programme” covering the period 2014-2020.

In addition to the common eligibility criteria, the investments shall be located in the eligible provinces and at the end of the investment shall attain the capacity limits stated below. The total capacity of the agricultural holdings owned by the applicant, which operate in the same sector with the investment and are located in the same district with the investment area, including the capacity of the investment should not exceed the capacity limits stated below at the end of the investment. Specifically, this measure shall aim at creation, diversification and development of rural activities, through support for modernisation, establishment, extension and reconstruction of investments in farm diversification and development of agricultural and non-agricultural in the following:- Crafts and Artisanal Added Value Product enterprises investing in traditional handcrafts, processing and marketing of local agricultural (food – non-food) products. Products licenced under the Geographical Indication scheme of Turkish Patent Institute will have a higher priority in evaluation process.

Specifically, this measure shall aim at creation, diversification and development of rural activities, through support for modernisation, establishment, extension and reconstruction of investments in farm diversification and development of agricultural and non-agricultural in the following:- Renewable Energy Investments for generating of electricity, heat, light, gas etc. Eligible recipients can invest in renewable energy sources in order to make profit by selling electricity to electricity distribution companies independent from other farm diversification and business development activities under this Measure.

Monitoring Committee
“The Rural Development Program Monitoring Committee was set up to monitor the effectiveness and quality of implementation of the IPARD Programme. The committee meets at least twice a year with the participation of relevant organizations. The objective is to examine whether the IPARD Programme has achieved the specified objectives and progress in implementation.
