The 6th Official Monitoring Committee Meeting of the IPARD III Programme, implemented under the Rural Development Component of the European Union Instrument for Pre-Accession Assistance (IPARD), was successfully held in Kastamonu in a hybrid format, chaired by Dr. Osman YILDIZ, Director General of Agricultural Reform and Head of the Managing Authority.
The meeting was attended by Dr. Ahmet Antalyalı, President of the ARDSI; Frank BOLLEN, Director General of the EU Commission; Krzysztof SULIMA, IPARD Turkey Representative; Leyla ALMA, Agriculture Sector Manager of the EU Delegation to Turkey; representatives of the National Authorizing Officer and the Audit Authority from the Ministry of Treasury and Finance; and representatives of the Managing Authority, ARDSI, relevant public institutions, and NGOs.
Following the opening remarks, the agenda items were discussed:
• The 2026 Technical Assistance Action Plan was approved,
• The 2025 Technical Assistance activities were evaluated,
• Developments regarding the implementation of the IPARD III Programme,
• Promotion and information activities,
• The Agriculture-Environment, Climate, and Organic Agriculture Measure,
• The LEADER approach, and
• Presentations were made on the Common Agricultural Policy (CAP) Network activities.
The National Authorizing Officer also briefed Committee members. The European Commission shared its presentation titled "IPARD Programs: Short Summary and Current Status."
Following the meeting, representatives from the European Commission visited successful investments implemented with IPARD support on-site. The Milk Collection Center, the Taşköprü Local Action Group (LAG) Association, and the Rural Tourism Facility, which received support under the programme, were among the important examples examined by the delegation for their contributions to the rural development of the region.
