Minister Yumaklı, in his written statement, recalled that a total of 44.7 billion TL in grants have been provided to 25,243 projects under the IPARD I and II Rural Development Programs, which have been jointly financed by the Republic of Turkey and the European Union and implemented by the Ministry since 2011.
Yumaklı emphasized that thanks to these grants, investments worth 95 billion TL have been brought to the country's rural areas in a wide range of sectors, from animal production to the processing of agricultural and aquatic products, rural tourism, beekeeping, and renewable energy, providing employment opportunities for approximately 100,000 people.
Yumaklı also stated that by adopting a new approach, they have announced the schedule for the calls to be made in 2024 on an annual basis for the first time, providing the following information:
“Our applicants will be able to comfortably make preliminary preparations for their projects. Subsequently, the application review processes will be expedited and will be more efficient. Starting from 2024, under the IPARD III Program, we will provide a total of 785 million euros in grants over seven years. The biggest innovation of the new program period is that we will extend the implementation area of the IPARD Program, which we have applied in 42 provinces so far, to the entire country. This way, entrepreneurs in all 81 provinces of our country will be able to use IPARD resources for their investments in agriculture-food and rural development, and investors and farmers across the country will be able to benefit from our grants."
"248 MILLION EUROS IN GRANTS IN 2024"...
Yumaklı pointed out that as a result of negotiations with the European Union, the funding source of the IPARD III Program has been increased from 555 million euros to 785 million euros, and said, "It is envisaged that a total of 248 million euros in grants will be provided for agricultural-food and rural development investments within the scope of the call announcements planned to be published in 2024."
Minister of Agriculture and Forestry Yumaklı shared the schedule for the calls to be made in 2024, stating that the first call for applications for 'Investments in Physical Assets Related to Processing and Marketing of Agricultural and Fishery Products' with a budget of 66 million euros will be published on Thursday, March 21, 2024. Yumaklı noted the following:
"Considering the contributions our beneficiaries will make, we aim to realize a total investment of 450 million euros in our rural areas during the call periods of the IPARD III Program in 2024 alone, and to bring 20,000 new employment opportunities to our country's economy. Thus, as in previous program periods, IPARD Funds will continue to be an important source of financing for our entrepreneurs who want to invest in the agriculture and food sectors in the new program period as well. Additionally, with the inclusion of new sectors in the program such as rural infrastructure investments and consultancy services, and new support areas like egg processing, forage crop cultivation, vermicompost production, and brackish water aquaculture, we are providing entrepreneurs with the opportunity to invest in different fields. We continue to develop rural areas with the new sectors we have included in the IPARD III program."

According to the schedule announced by Minister Yumaklı, calls will be made on March 21 for investments in physical assets related to the processing and marketing of agricultural and fishery products with a budget of 66 million euros, in June for farm diversification and business development activities with a budget of 80 million euros, in July for investments in physical assets of agricultural enterprises with a budget of 90 million euros, and in August for machinery equipment support for open field plant production projects under farm diversification and business development activities with a budget of 12 million euros.
